It all started when I launched visual studio as an administrator, for which ever reason I can not recall. Now, when I try to compile the projects as regular user like I always do, well, VS tells me I do not have right access on the generated dlls   as well as as files with .filelistabsolute extension suffixed to the corresponding project FullName

Immediately, it brought back distant memory of similar issue I had with Visual studio.

To resolve the issue, I deleted all generated folders: bin and obj.

and as an extra precaution, I double checked a few .cproj ACL in explorer.

this manual process surely does get hectic, specially when a Solution mapped to a layer has quite a few components.
